Wo is (or was) Paul McGuire ?

Paul McGuire appears to be (or was) Irish and Communist. I saw the plaque on my trip to Russia last August. (I even took a photo of the plaque, but it's too big to add to this message.) I'm curious. Can anyone give me more information on this Paul McGuire? Inquiries to the Communist Party of Ireland have drawn a blank. Ed Murphy FALLS CHURCH VA USA
